Stage 1 – Initial Screening
At this stage, the candidate confirms the feasibility of supply and provides a preliminary non-binding quotation.
Pre-selected candidates receive:
- A List of Active Tenders
- Detailed Technical Specifications and Requirements
Stage 2 – Commercial Evaluation
We evaluate the candidate’s pricing, product compliance, and acceptance of tender conditions.
Candidates are required to submit duly signed:
- A firm Final Primary Offer
- Letter of Acceptance – Corporate
- Letter of Acceptance – Tender
Forms are provided in the tender documents package
Stage 3 – Selection and Accreditation
The candidate offering the most competitive and compliant proposal is selected.
At this stage:
- NCND Agreement and General Contract for Services are executed
- The candidate is accredited in the PROZORRO system as our official associate partner
This accreditation authorizes us to participate in tenders for and on behalf of the candidate.
Stage 4 – Tender Submission
We finalize all tender documentation jointly with the candidate, arrange translation into Ukrainian where required, and submit the bid through the official tender platform.
Stage 5 – Qualification and Contract Award
If the submitted bid wins the auction, the candidate proceeds to the qualification stage.
During qualification:
- Documents and compliance are verified by the buyer
- If any documents are missing, Ukrainian law allows 24 hours to provide corrections or additional materials
One of the key advantages of Ukrainian public procurement is that, by law, the buyer is obligated to conclude the contract with the officially approved winning bidder.
Important Notes
- All tender terms and conditions must be accepted in full. Negotiations are generally not permitted under Ukrainian public procurement law. "Take it or leave it".
- We work exclusively with governmental and state-owned procurement projects.
- Our contractual terms are standard, commercially fair, and widely accepted by major international manufacturers and suppliers, including companies such as CRRC and DFM.
- Under Martial Law regulations (Cabinet of Ministers of Ukraine Resolution No. 1178 dated 12.10.2022), tender submission periods may be as short as 7 days. Prompt response and document preparation are therefore essential.
- Previous participation or accreditation does not guarantee selection in future tenders. Each tender is conducted as an independent competitive process, and the most competitive offer is selected each time.
Information for New Candidates
New candidates participate as bidders and are responsible for all tender-related expenses, including:
- Tender Levy (mandatory)
- Bid Bond (if applicable)
- Performance Bond (if applicable)
Candidates participate through our organization and receive full operational and tender support throughout the process.
Required submission documents:
- Letter of Acceptance – Corporate
- Letter of Acceptance – Tender
- Primary Offer
- Customer required tender documents (vary in each tender)
Forms are provided in the tender documents package
All documents must be:
- duly signed by the Director, General Manager, CEO, or another authorized signatory with statutory signing authority;
- and stamped with the company seal where applicable.
If documents are signed by another representative, a valid Power of Attorney must be provided.
Contract Documentation
Our standard:
- ICC NCND Agreement
- General Contract for Services
are firm and non-negotiable.
Alternative contract forms, including ICC Model 766E, may be considered upon request; however, our standard documentation is preferred for operational simplicity and efficiency.
Candidates Should Verify:
- Compliance of offered products with Ukrainian regulatory requirements (details available upon request)
- Acceptance of our corporate and tender procedures and conditions

For each new tender, existing candidates are only required to submit:
- Letter of Acceptance – Tender
- Primary Offer

- Previous agreements or participation do not automatically qualify a candidate for future tenders
- Every tender is treated as a separate competitive procurement process
